Cookie gifts are unlocked thru purchasing the wrapping paper heavenly upgrade which will cost around 1 million celestial chips. In order to create a cookie gift you must have baked at least 1 billion cookies in one ascension,
creating a cookie gift will also occur a 1 haur debuff that will prevent you from creating or receiving gifts, this debuff can be bypassed by opening cookie clicker on an another tab and receiving it there.
